Longue vie au Dalaï Lama, personnalité omniprésente dans le cœur des Tibétains !
Sénatrice du Val d’Oise, j’ai l’honneur de présider, depuis trois ans, le groupe d’information internationale sur le Tibet du Sénat qui a été créé en 2000.
Il compte vingt sénateurs, de toute tendance politique, tous attachés à la défense de la culture et de l’identité tibétaines.
L’année 2023 aura été marquée par le déplacement d’une délégation de trois sénateurs de notre groupe à Dharamasala qui ont eu le grand honneur d’être reçus, en audience privée, par le Dalaï Lama à sa résidence.
Ce déplacement était axé notamment sur l’avenir du plateau tibétain et l’enjeu climatique et géopolitique de cette zone qui concentre la ressource en eau de plusieurs pays, dont l’Inde, le Népal et la Chine.
En quelques jours, les sénateurs ont pu également s’entretenir avec le Président du Parlement en exil et d’autres parlementaires, des acteurs de la société civile, des représentants d’ONG, et des jeunes et visiter le Musée du Tibet qui représente une richesse culturelle tant pour les Tibétains que pour le monde.
Le Dalaï Lama est considéré par les bouddhistes tibétains comme l’émanation de Chénrézi, le Bodhisattva de la compassion et Saint patron du Tibet. Chef spirituel, sa parole et sa sagesse ont une valeur sacrée pour tous les Tibétains.
Lors de cette audience, le Dalaï Lama a rappelé la nécessité de vivre dans la compassion. Il a également rappelé que tout être humain arrive sur terre et quitte cette terre de la même manière, quelle que soit sa religion, quel que soit son état d’esprit et quelles que soient ses croyances. Ainsi, il doit faire en sorte de vivre en harmonie avec ses semblables toute sa vie.
Conscient des difficultés actuelles au Tibet, le Dalaï Lama reste cependant à sa place de chef spirituel et garde l’espoir en la force des Tibétains pour préserver leur culture, leur religion et leur identité, tout en respectant cette « voie du milieu » qu’il a toujours défendue.
La délégation a été profondément touchée par cette rencontre et a été notamment marquée par la place centrale du Dalaï Lama dans le cœur des Tibétains.
En effet, les sénateurs ont rencontré huit réfugiés tibétains arrivés en mars par le Népal dont un enfant très jeune et sa grand-mère qui avaient été récupérés au Népal. Trois sur huit ont déclaré qu’ils étaient venus à Dharamsala parce qu’ils voulaient voir le Dalaï Lama avant de mourir.
Ce déplacement aura permis de renforcer encore davantage l’engagement des sénateurs du groupe en faveur du peuple tibétain qui les trouvera toujours à ses côtés.
Comme chaque année, nous célèbrerons l’anniversaire du Dalaï Lama, en lien avec le Bureau du Tibet avec lequel nous travaillons étroitement.
Cet évènement se déroulera en présence des membres du groupe d’information, de représentants d’associations, d’ONG et de la communauté tibétaine en France.
Au nom du groupe d’information internationale sur le Tibet, je souhaite très sincèrement une pleine santé et une longue vie à Sa Sainteté Tenzin Gyatso.
Puisse-t-il rester un repère dans ce monde si mouvementé et en perpétuelle évolution, et continuer à déverser encore pendant de nombreuses années son océan de sagesse.

Senator of Val d'Oise, I have had the honor of chairing, for three years, the Senate's international information group on Tibet, which was created in 2000. It has twenty senators, of all political tendencies, all committed to the defense of Tibetan culture and identity.
The year 2023 will have been marked by the trip of a delegation of three senators from our group to Dharamsala who had the great honor of being received, in a private audience, by the Dalai Lama at his residence. This trip focused in particular on the future of the Tibetan plateau and the climatic and geopolitical challenges of this area, which concentrates on the water resources of several countries, including India, Nepal and China. In a few days, the senators were also able to meet with the Speaker of Parliament in exile and other parliamentarians, actors from civil society, representatives of NGOs, and young people and visit the Tibet Museum, which represents a cultural richness both for Tibetans and for the world.
The Dalai Lama is considered by Tibetan Buddhists as the emanation of Chenrezig, the Bodhisattva of compassion and patron saint of Tibet. Spiritual leader, his word and his wisdom have a sacred value for all Tibetans.
During this audience, the Dalai Lama recalled the need to live in compassion. He also recalled that every human being arrives on earth and leaves this earth in the same way, whatever their religion, whatever their state of mind and whatever their beliefs. Thus, he must make sure to live in harmony with his fellow men all his life.
Aware of the current difficulties in Tibet, the Dalai Lama nevertheless remains in his place of spiritual leader and keeps hope in the strength of the Tibetans to preserve their culture, their religion and their identity, while respecting this "middle way" that he always defended. The delegation was deeply touched by this meeting and was particularly marked by the central place of the Dalai Lama in the hearts of Tibetans.
Indeed, the senators met eight Tibetan refugees who arrived in March from Nepal, including a very young child and his grandmother who had been picked up in Nepal. Three out of eight said they came to Dharamsala because they wanted to see the Dalai Lama before they died. This trip will have made it possible to further strengthen the commitment of the senators of the group in favor of the Tibetan people who will always find them at their side.
Like every year, we will celebrate the birthday of the Dalai Lama, in conjunction with the Tibet Office with which we work closely. This event will take place in the presence of members of the information group, representatives of associations, NGOs and the Tibetan community in France.
On behalf of the International Tibet Information Group, I most sincerely wish full health and long life to His Holiness Tenzin Gyatso. May he remain a landmark in this hectic and constantly changing world, and continue to pour out his ocean of wisdom for many more years.

Jacqueline Eustache–Brinio is currently a Senator in the French Senate. She is also the President of the Tibet group in the French Senate. A member of the Republicans, she served as the Mayor of Saint–Gratien, a commune in the northern suburbs of Paris, from 2001 to 2017. She began her political career by running for mayor of Saint–Gratien. From 1983 to 2001, she was deputy mayor in charge of social affairs. She is a teacher by profession. In the Senate, Eustache–Brinio is a member of the Committee on Constitutional Law, Legislation, Universal Suffrage, Rules of Procedure and General Administration.
